Astrolat

Astolat is the second stellar body that orbit Shalot, a K9 V Orange Main Sequence star. Astolat is a small planet with a thin breathable atmosphere and a low 0.56 gravity. The inhabitants are the Latians, a branch of humaniti who developed to match their environment. They are tall and slender with low muscularity but high dexterity. They are generally pale of complexion and light in hair colour.

Ninety years ago the Fenwick IISS established a base on the moon of Vavasour to observe the Latians and subsequently make contact with them. The world was highly balkanised and the numerous factions quarrelled and squabbled till the arrival of the Imperials which deeply shocked them.  The local sought to emulate the short off-worlders   who had a technology beyond their understanding. Under Fenwick guidance the Latians developed a federal planetary government and industrialised. An extensive and comprehensive set of tests and exams were developed that satisfied all the factions as fair and even. These were used to appoint talented and skilled individuals to positions they were qualified for. Over time this became the Planetary Bureaucracy that now runs the world.
